In the plenary session of the Meshrano Jirga led by the speaker of the House, besides approval of presidential decree no 256 about Administrative Enforcement Law, the House announced their one-month winter vacation.

The mentioned legislative decree, which had been studied in the commissions of this House; was presented to the session by the Chairman and Deputy Chairman of the Legislative, justice and judicial Affairs Commission, and with some of the proposed amendments were approved.

In the open part of the session, senators severely criticized the Taliban for their actions, saying that the group's sabotage was slowing down peace talks in Qatar and urging the United Nations and influential countries to put pressure on the Taliban and their supporters to save time without wasting time. Also, it was emphasized that the escalation of the war, insecurity, and terrorism in different parts of the country and the serious threats of Highways have bothered the citizens and the responsible security institutions should take advantage of good weather conditions to suppress these terrorists. The senators also called on US President-elect Joe Biden to act following the bilateral security agreement between Kabul and Washington with Afghanistan and not to reconsider the US-Taliban peace agreement. Because the Taliban, contrary to their commitments have increased violence and killings of civilians and military personnel, and have continued to maintain and strengthen their ties with other terrorists’ groups, and by resorting to terrorist acts, have violated all human values and human dignity in Afghanistan. It is mentionable, that Mr. Biden will take the oath of office of the President of the United States of America on Wednesday, January 20, and will officially hand over power. 

Some members of the House also mentioned and appraised the functions of Abdul Moqtader naseri, the SG of the Meshrano Jirga’s Secretariat and other members of the Secretariat of the Meshrano Jirga and its employees and private media, during these sessions. They emphasized

that some staff members of the Secretariat who had demonstrated their competence during the legislative year should be commended.

Moreover, Praising Marshal Abdul Rashid Dostum for leading the war in Qaramqul district of Faryab province, Proposal to impose night travel restrictions in Kabul to improve the security situation, concerned about the increase in assassinations in Ghazni and Mazar-e-Sharif, Criticism of Faryab governor for creating tensions between him and the provincial council, Emphasis on preserving the republican system and mobilizing the people and the government to reject the proposal of the interim government, the complaints of some scholars in Parwan and Kapisa provinces about their unjustified arrest by the security forces, concerned about the dismissals of civilians and military personnel from government agencies and the emphasis on determining the fate of the dismissed people, Recalling the major achievements and challenges of the seventeenth legislative term and other issues were raised in today’s session.

At the end of the session, Fazl Hadi Muslim yar, speaker of the Meshrano Jirga Condemned yesterday's bombings in Kabul and Ghazni cities and expressed condolences to the grieving families of these bloody incidents, and called on the Doha peace negotiating delegations to speed up the peace negotiation process and achieve acceptable results, and also taking into account this House proposal. Regarding the effectiveness of the new administration in the United States, the Speaker said that although each country pursues its own interests and adapts its foreign policy according to its own specific goals and strategies, but we hope that the new President of the United States of America, Mr. Joe Biden, will stand by the government and people of Afghanistan, considering the pact between the two countries and the government of Afghanistan will move considering its national interests.

Also in the session, the brief report of the second year of the seventeenth legislative term of the Meshrano Jirga, which was presented by Haji Saleh Mohammad Lala Gol and Dr. Mohammad Faisal Sami, Secretaries of the House; It was noted that in the past year, 59 Plenary Sessions, 617 sessions of the commissions and eight treaties, international treaties, protocols, and agreements have been approved.

Also during this period, the government officials, including ministers, have been questioned 531 times in plenary sessions and commissions sessions and hundreds of complaints have been dealt with. Also, dozens of messages and declaration have been issued on various occasions, and 9 Senate delegations have overseen the provinces and administrations of Kabul.

At the end of today's session, it was announced that members of Meshrano Jirga will go on a one-and-a-half-month winter vacation following the country's constitution, on the first of the month of Dalwa of this year. During this period, they meet and visit their clients in the provinces and neighborhoods, collect their demands, problems, and suggestions and share them with the House in the next sessions.

Fazl Hadi Muslim Yar, Speaker of the Meshrano Jirga, called on security officials to take comprehensive measures to ensure the security of all senators and other citizens in the provincial capitals. Also, in the report of the second session of the second year of the seventeenth legislative term, report of the commission on the International Affairs, presented by Seyed Safiullah Hashemi, the deputy of the commission, he added that during this the session, about 24 sessions and 27 legislative documents submitted to the commission was reviewed, studied, and discussed

Also, to establish good inter-parliamentary relations with the countries, the commission has prepared list of about 40 friendship committees and sent it to the embassies of friendly countries living in Kabul through the Ministry of Foreign Affairs. He added that during this session, to be aware of and monitor the realization of 28 titles of legislative documents related to the years 1398 and 1399, in agreement with the Ministry of Foreign Affairs, he held several meetings at the level of deputies and heads of foreign relations and government sectors.

Furthermore, The International Commission has sent embezzlement documents of Afghan embassy in Washington to the Attorney General's and sent the findings to the Attorney General during his visit to the United States in consultation with State Department officials, And, In the case of the purchase of the building of Consulate General of the Islamic Republic of Afghanistan in Istanbul, Turkey, where embezzlement was also suspected, the purchase documents are requested from the Ministry of Foreign Affairs and is currently under investigation. Also during this term, the commission has addressed the request of a two hundred number of applications and documents of Afghan students abroad who had failed to attend courses due to the outbreak of the coronavirus and sent submitted their application to the Ministry of Foreign Affairs.

Subsequently, Senator Fawzia Sadat Samkani, presented the work report of the Commission on Security and Privileges and said that in the second term of this year, 31 sessions were held in which 20 titles of draft laws, legislative decrees, and international documents were discussed and decided. Also, the complaints and demands of the people have been answered.

Similarly, fifteen members of parliament have also been nominated to attend online conferences, as well as 80 letters and several complaints were addressed.

Thus, senator Gol Mary Laghmani presented the report of the Judicial and justice and Legislative Affairs Commission from the the second session of the second year of the seventeenth legislative term. she reminded of the conduct of (54) sessions, study and verification of (20) legislative document and review of (15) complaints has been done by the commission.  She added that during this term, some government officials, including the relevant officials of the Supreme Court, the Ministry of Justice, the Attorney General, the Independent Commission for Administrative Reform and Civil Service, the Ministry of Martyrs and Disabled, the municipality, officials of information and culture, have been invited to attend the commission
