The first second session of the second year of the seventeenth legislative term of the National Assembly of Meshrano Jirga, after the summer holidays, was held today, Saturday, under the chairmanship of Fazl Hadi Muslimyar, Speaker of the Senate.

In the beginning, Fazl Hadi Muslim yar, while welcoming the senators, said that they would share their findings with the relevant organs in addressing the problems of their peoples from the relevant provinces. He also spoke about the damage caused by the recent floods, especially in Parwan province, and stressed the need to provide assistance for the victims. Speaker of the House, referring to the recent movements of the Pakistani military along the Durand Line praised the heroism, sacrifices, and struggles of the country's defense and security forces and assured the support of the Senate.

In open debates, the speaker and members of the House condemned the assassination of Mohammad Hassan Khan Hotak, a former member of the Meshrano Jirga, and called on the authorities to identify and punish the perpetrators of his martyrdom, and to take appropriate measures to ensure the security of Kabul and the country's transportation routes.

the senators condemned the Taliban's actions in escalating fighting and risking the security of public highways, especially in the north and northeastern provinces, which is contrary to the so-called peace process, and called for the suppression of this vicious and mercenary group.

Members of Parliament considered peace with dignity as one of the main and basic demands of the citizens, emphasizing the greater coordination of this national process by the President and the Chairman of the High Reconciliation Council and in peace talks, all parties must agree to a lasting ceasefire, and no group or individual must be allowed to destroy the values ​​and achievements of the last two decades, including the republican system, the armed forces, women's rights, and religious denominations. It was also emphasized that in addition to the government, politicians also have a responsibility to take an active part in this national and crucial process, and the Senate should also take the necessary measures.

Moreover, damages caused by severe floods in the country, especially in Parwan, Kapisa, and Panjshir provinces, and private sector assistance to these provinces were also the issues raised by the senators and it was emphasized that national and international agencies should pay due attention to the flood victims in the country.

During the session, Ghazni Senator Mohammad Rahim Hassanyar discussed the protests of the residents of the province and said that the government should pay attention to the demands of the residents of the province and ensure the security of Ghazni. Also, Hundreds of Ghazni residents, according to media reports, protested following the increase in insecurity, targeted killings, and the central government's indifference to the issue, blocking the Kabul-Kandahar highway from traffic and accusing the local government of incompetence and lack of management, and they have demanded their removal of failed authorities in that province. 

Emphasis on taking care of the displaced and investigating for the killing of a number of civilians as a result of military operations in Shirzad district of Nangarhar province, Expressing condolences on the death of Dr. Abdul Rauf Heravi, a member of the Independent Commission for Supervision of the Implementation of the Constitution.

Furthermore, Expressing condolences for the martyrdom of Dr. Abdul Baqi Amin, one of the country's education cadres, emphasizing the implementation of the provisions of the political memorandum between President Mohammad Ashraf Ghani and Dr. Abdullah Abdullah, Chairman of the Supreme Reconciliation Council, commemorating the week of martyrdom and the 19th anniversary of the national hero Ahmad Shah Massoud, and Some other issues were raised in the session and prayers were for the souls of all the martyrs that killed by terrorists and by natural disasters.

At the end of the open discussion, Fazl Hadi Muslimyar, Speaker of the Meshrano Jirga, expressed his profound concerns on the recent floods in the country, and the assassination and death of a number of scientific and political figures, and expressed his condolences to the families of the victims and pledged to share the problems of IDPs in Parwan province and Shirzad district of Nangarhar with the authorities. The Speaker of the Senate expressed truly the people's concerns about insecurity in the capital and provinces and stressed that the leadership of the security sector should pay attention to all these issues and reaches the weakness and inadequacy that exist in Kabul because the current situation is not acceptable. He added that the senior security officials of the country will be interrogated in future sessions and these cases will be seriously shared with them. Fazl Hadi Muslimyar called a peace as a serious demand of the people and said that after the Loya Jirga, the people's expectations for the start of talks between Afghans have increased, and we hope that the date of the talks will be clear and that the negotiating team of the Government of the Islamic Republic of Afghanistan will travel to Qatar so that the first round of talks will begin and its agenda will be clear

The speaker added that he was not against the Taliban joining the regime, but that they should come within the framework of the republican system and work together for the future of Afghanistan in various government departments, and stressed that the government should pay attention to the country's minorities in the peace process. The Speaker of the Meshran Jirga, supported by the campaign of some volunteers for the construction of the dam above the Kunar Sea and the control of its water, said that the government should address it in every possible way and control the water of the Kunar Sea. He also strongly condemned the aggression of Pakistani militias along the hypothetical Durand Line, especially in Spin Boldak, Kandahar, and Momand Darreh, Nangarhar province. and praised the timely response of the defense and security forces and the local people to the invading Pakistani militias, and expressed his condolences and sympathy with the martyr's family and other comrades for the martyrdom of Brigadier General Abdul Halim Laghmani, a member of the ANA. He also said that we believe in the management of Mohammad Hanif Atmar, the acting Minister of Foreign Affairs, that he will address this issue through active diplomacy and will summon the Pakistani ambassador to Kabul. Regarding the demonstrations in Ghazni province, the speaker of the upper house said that the relevant authorities should pay attention to the problems of the residents of that province and put an end to the ongoing demonstrations, and asked the Ministry of Education to reconsider its decision on public schools and allow public school classes to begin.

Similarly, in today's session, the Presidential legislative decrees on the Municipalities Law, the establishment of the Oil and Gas Regulatory Authority, the extension of paragraph (3) in Article 28 of the Law of Establishment and the competence of the prosecutor, and the establishment of the National Examinations administration were introduced in the session and referred to the relevant commissions for scrutiny.
