In the plenary session of the Meshrano Jirga led by Speaker of the House, the draft law of citizenship and presidential legislative decree for the establishment of the Ministry of State for peace affairs ratified. 


the draft law of citizenship which was under scrutiny in the Meshrano Jirga’s commissions, presented in the session by chair and members of the commission on defense and interior security affairs, the session ratified the aforementioned bill with some amendment. Also, the presidential legislative decree for the establishment of the Ministry of State for peace affairs was presented in the session by the chair and other members of the commission on legislative, justice and judicial affairs and ratified by majority votes. 

In open part of the Session, the senators said that the 16th anniversary of the country's constitution is commemorated while some of its articles were still violated by all three branches of government, and, including high-ranking government officials, every citizen should be required to comply with the constitution, and the Commission for Oversight of the Implementation of the Constitution should take serious and sustained monitoring of its implementation. The senators also discussed the country's security issues, including the blockade of the roads in Uruzgan province and the dissatisfaction of its residents with the activities of the Uruzgan security commander. Moreover, an increase in abduction, terror and criminal offenses in Kabul and Herat provinces, Security forces casualties in Dachi Archi district of Kunduz province due to weak security management, insecurity of Baghlan province highway and other issues were raised in the session. 

Furthermore, the Senators considered the recent snowfall in the country as a good omen and said that the State Department for Natural Disasters Affairs and the Ministry of Immigration and Refugees are tasked to address snow-bound areas of internally displaced people across the country, including displaced people living in camps, especially to IDP of Qambar square camp of the Kabul city and providing them with urgent assistance. 


In summing up part of the Session, Speaker of the House expressed his concerns regarding insecurity in some parts of the country and said he will discuss the relevant concerned issues with relevant security officials and also with the president of the country. Moreover, while he appraising the security forces' achievements and sacrifices, he demanded from the security forces to take appropriate measures of security across the country. 

Moreover, Speaker of the House congratulated the week of celebrating the constitution of the country and deemed it necessary to maintain and implementation of it and emphasized for preventing all those who violate the constitution at all levels. Muslim Yar called on the Ministry of Immigration and Refugee Affairs and other charities to provide needed assistance to IDPs in the winter.

Moreover, during the session, Senator Fawzia Sadat Samkanai presented a visit report of the Senate delegation participation at the 12th plenary session of Asian parliamentary which held in turkey. The

The session was attended by representatives of the parliaments of Afghanistan, India, Bangladesh, Pakistan, Iran, Palestine, Qatar, Bahrain, Russia, Iraq, China, Kuwait, Yemen, Cambodia, and Indonesia, and discussed security, economic, strategic and co-operation issues. Multilateral discussions among Asian countries, issues of water and stability across the continent.

Also on the sidelines of the session, the Afghan National Assembly's delegation met separately with the Speaker of the Turkish Parliament and the parliaments' delegation of China, Kuwait, Pakistan, India, and Russia and discussed on strengthening parliamentary relations and continuing cooperation, renewing parliamentary friendship groups and exchanged views on different issues. 


The delegation included some members of the Wolesi Jirga, and the participant delegation of the Meshrano Jirga’s was Senators Gulali Akbari, Fawzia Sadat Samkanai, Latif Khan Zowandi, Mohammad Davood Ghafari, and Engineer Hassibullah Kalimzi.
