In the committee chairs of the Mesharno Jirga led by Muhammad Alam Ezadyar, the agenda for the future plenary sessions was decided.


According to decision of the committee session, in the plenary session of the House on Sunday, December 22, 2019, the presidential decree no 313 about Re-enactment of the law of formation and jurisdiction of the military courts and the legislative decree no 307 about annex no 1 of the law of Arms, Ammunition and explosive materials and also in the plenary session of the House on Tuesday, December 24, 2019, the military agreements between ministry of defense of Afghanistan and Ukraine and scheme of amendment and addition at some article of the law of salary regulation of government officials should be included in the agenda.


Moreover, it is decided that in the plenary session of the House on Sunday, December 29, 2019, the Legislative Decree No. 352 on the addition on some of the Articles of the Law on Principles of Commercial Trials and the Law on Citizenship and in the plenary session of the House on Tuesday, December 31, 2019, the Legislative Decree No. 306 on the Law includes the steps involved in the process of legislative documents.

in the other part of the session, with the participation of Major General Mohammad Masood Andarabi, Acting of the Ministry of Interior Affairs, Ahmad Zia Seraj, Head of the General Directorate of National Security, Lt. Gen. Bismillah Waziri, The Afghan Army's Chief of Staff, and Abdul Baghi Popel, Deputy Director of the Independent Administration of Local Authorities.


 Discussed the general security situation in the country, the case of Nizamuddin Qaisari in the Mazar-e-Sharif, the casualties of local army forces, the securing of public highways, the fight against corruption in the security sector and some other issues were asked by the senators.

 Initially, interior Minister Mohammad Masood Andarabi, Acting of the Interior Ministry, said the security sector is planning and conducting operations in various locations, particularly in the north and north-east part of the country, and intelligence report shows that Taliban casualties have increased over the past four years, He added that the raids on the house of Nizamuddin Qaisari's house were carried out based on the decision of the Balkh Military Council and the court's ruling and that a delegation had been appointed to investigate the case.

Furthermore, the acting Interior Ministry, while outlining the scope of the ANP targets for 2024, said regular plans were being implemented in three districts of Kabul to fight crime and abduction gangs. He said the ministry is saving billions of Afghans this year and is expected to spend this money on ANP equipment.


Ahmed Zia Seraj, acting of the National Security Directorate, said The headquarters of the Taliban leadership is in Pakistan and most of the attacks inside Afghanistan are led and managed by them and the international forces are aware of this. He said the Taliban wanted to occupy three to five provinces with their Fatah operations and move their leadership there, but faced deadly response by ANSF.

Head of General Directorate of National Security in his remarks on the peace process said the Taliban leadership are not coherent and difficult to decide on, and the latest decision was made by the Pakistani intelligence service.

Afterward, Lt. Gen. Bismillah Waziri, The Afghan Army's Chief of Staff appreciated the Mesharano Jirga’s supports form the security sectors and presented detailed information on military operations in various parts of the country in the coming months, including clearing public highways from terrorists. He said a serious fight against corruption was underway in the Ministry of National Defense and there was no imaginary force in the ANA. Furthermore, he recalled the good coordination between security officials and the recruitment in ANA and said, according to preliminary reports, 23 local army soldiers had been martyred by six enemy infiltrators in Ghazni province, and investigations were underway and efforts were being made to prevent such incident in the future.


In the end, the first deputy speaker of the House expressed his appreciation for the hard work and dedication of the security and defense Forces and insisted that senators' suggestions should be taken into consideration.
