The Taliban have never had intent of reconciliation and cease-fire with the current system of Afghanistan and do not accept the constitution and achievements of the past eighteen years.


 In the Plenary Session of the House of Elders led by Speaker of the House Senator Abdullah Qarloq, a participant in the Moscow meeting on behalf of the National Movement Party, said that the Taliban have never had intent of reconciliation and cease-fire with the current system of Afghanistan and do not accept the constitution and achievements of the past eighteen years. He added that the Taleban's demand from the political community who was present at the meeting was "to help us with the withdrawal of foreign forces from Afghanistan and the establishment of the Islamic Emirate, then we will give you share in the Taliban regime.

Moreover, Speaker and members of the House said that without the presence of the government and the parliament, the talks with the Taliban is ineffective, and they are only for the sabotage of the government and strengthening the Taliban's morale, adding that the Taliban are not ready to accept peace, and the withdrawal of foreign forces from Afghanistan is a pretext and a political act by them, and the people of Afghanistan never want a Taliban system. Also the people of Afghanistan are ready to defend their country and stand up against the Taliban militants and their foreign supporters.  

Also in addition to supporting the sacrifices of the country's armed forces, recent achievements of these forces were welcomed in Ghazni province, but the spread of insecurity, increased suicide and explosive attacks, the occurrence of criminal offenses and the threats to national merchants in Kabul and the critical situation in some districts of the provinces Badakhshan and Takhar were concerned, adding that the security sector officials would take effective measures to suppress terrorists across the country.


Furthermore, Speaker and some member of the House and other political personalities attended the second anniversary martyrdom of Muhammad Salim Ezadyar and other martyrs of the 2nd and 3rd June of 2018. during the ceremony, the participant prayed to the soul of martyrs and other some participant spoke regarding that day.

Moreover, the emphasis on collecting illegal armed gunmen in Takhar province and preventing the destruction of telecommunication networks in that province, emphasizing on the creation of dialogue between the president, the executive director and other Afghanistan presidential candidates,

The emphasis on investigating allegations against some Arg authorities about harassment of women in sexual exploitation, the request form Zalmay Khalilzad to consider the Afghanistan security pact with the United States during peace talks, and some other concerned issues were raised in the Session.


Also, oath ceremony of the new appointed Senator Nadiya Salih was performed by Speaker of the House.

In other part of the Session, which led by Muhammad Alam Ezadyar First Deputy Speaker of the House, Chair of Independent Election Commission (IEC) presented information regarding their preparedness of that organs for the upcoming presidential election in the country.

Initially, Senator Mohammad Hassan Houtak, Deputy Chairman of the Commission on Legislative, and Judicial affairs and other Sentors raised questions about the presidential elections, the lack of holding elections in Ghazni, election of provincial councils and districts, , uses of the biometric system in the electoral process, the electoral spending budget, the 2002 polling center closure in some areas, and how to ensure the security of the upcoming elections.


Subsequently, Chair of the Independent Election Commission (IEC), Ms. Hawa Alam Nuristani, answered to the raised questions, said that they had taken necessary measures for the upcoming presidential election, provincial council elections and Ghazni.

Moreover, she added that given the limited time and transparency in the election process, the election of presidential elections will hold in 28 of September 2019, and will use the biometric method in the election, she explained about the decrease in polling stations at the country level, saying that the evaluation of the country's security situation and high security threats, about 2002 polling station will be blocked. She referred to a contract between the National Procurement Office and a German company for the production of bio-metric devices.


Mrs. Nuristani has said that the IEC has suffered from the funding problems that the IEC has been discussing with some donors, and reassured the Election Commission, with full independence, that it will try to re-establish a transparent election and restore the lost trust. Creating a transparent system free from corruption and injustice is their commitment.
