The House passed the Presidential Decree concerning the Law of Immigration.


During the Senate Session on Tuesday, November 28th, Chaired by the Speaker of the House, the Presidential Legislative Decree no. 147 concerning amendments and additions to the article Law of Immigration were passed after a comprehensive review in the House Commission with further discussion regarding the current security situation of the country.

In addition to the above-mentioned, Senators discussed the recent remarks of Mohammad Mohaqiq, Second Deputy Chief Executive Officer of Afghanistan, made during a ceremony in Tehran for admiring the Afghan citizens’ participation in war in Syria and Iraq. Senators regarded such remarks to stand in utter and absolute contradiction with current Afghan foreign policy, national interests, stability, security and enacted national laws, and henceforth do not represent the Afghan Government in any form or manifestation.

Senators once again considered the Durand Line as a vital issue for the people of Afghanistan and emphasized that the government should identify their position in this regard and also should bring the issue of the Pakistan border fencing and rocket attacks to the immediate attention of the UN Security Council.


Senators also noted that NATO accepted their mistake in targeting civilians in Kundoz province, and in accordance to international conventions, they should pay the appropriate war compensation for the victim’s families.

Senators moved on to then comment on the forthcoming meeting of politicians in Kandahar province and added that any issues discussed should be brought to the attention of the national government.

During the conclusion of the Session, the Speaker of the House said that the position of national council and the Afghanistan’s nation is clear about the Durand Line. The government should diplomatically pursue the issue at regional and international forums and levels.

The Speaker of the House also considered the recent remark of Muhaqiq as a shameful and scandalous act. The Speaker said he ought to apologize to the nation of Afghanistan and the government should investigate the matter. The Speaker concluded his remarks by giving mention to the prospective meeting in Kandahar province, NATO’s targeting of civilians and clashes between the Taliban and Daesh.


Finally, Senator Abdul Baryal presented a report from the 3rd December (The International Day of Person with Disability) to the House.
