ChairmenCommittee Session of the House of Elders conducted and chaired by Speaker Fazil Hadi Muslim Yaar.

In the Session, agenda for Plenary Session of 3rd October discusses and decided to in addition to open discussion about Hosting Country Agreement between Islamic Republic of Afghanistan, Discussion about Convention against Torture and other Cruel, Inhuman or Degrading Treatment, and Appreciating Achievements of the 207 Corp Command Should be included in the agenda.

Furthermore, it was decided to include in the agenda of Plenary Session 8 of October, Decree no 254 about the Law on Science Academy of Afghanistan and the Anti-narcotics law.


Prior to this, H.E. Muslimyar talked about importance of Ashora Day and hoped that security forces should be prepared to ensure keeping a peaceful Ashora Day. He proposed keeping the celebration in adequatereligious place rather than walking out around streets.

He shared to Committee member’s details of his recent meeting with the European Union Ambassador to Afghanistan part of which he talked about the invitation which the European Commission was sent to Afghan Parliament recently and that in response he invited the European Union Delegation to Afghanistan to talks with member of Afghanistan parliament in particular with the Senators.

Subsequently, he critically talked and showed concern in regard to tinted glasses and black films in cars in cities specially in capital Kabul, and emphasized that Ministry of Interior Affairs should ban such cars crossing the city to avoid any violation by owner of such cars against people and the traffic officers.

Committee tasked the Secretary General to undertake construction plans of building a mosque in the vicinity of Parliament new building as well as a higher education institution at the vicinity of Parliament annex. The purpose of having a higher education institution was stated as of an opportunity to enhance the capacity of Parliament staff in needed areas.

At the end of the Session, Senators talked about absence of officials at the ministries and independent administrations during Parliamentary meeting days. They also critically pointed on misbehaving by the IDLG officials during Senators visits. The session was ended by reemphasizing on active participation of all Upper House members at Plenary and Commissions sessions to ensure timely review of laws and regular and avoid any delay in processing constituent’s applications.
